Why are some sidewalks being replaced? Some are obvious (cracked, lifted, etc) but some are not so obvious. Safety (not aesthetics) is a priority when considering which to replace. Some of the issues cannot be seen in the summer, such as sunken sidewalks which collect water (and therefore ice in the winter) are an example. In this case they look for clues such as discoloration and salt damage. The determination is made by the Township, not the contractor. This post shows some examples of what they look for.
